fdisk stuck when executing on an USB stick

I have a ADATA UV320 32GB USB stick, and I want to format it.
When I plugged it into my machine, it is recognized, and `lsblk` can see it(sdb).

But when I'm using `$sudo fdisk /dev/sdb`, it stuck(halted).

And using Gnome files, it shows `an operation is already pending`

Can anyone give me a hint how to format the USB stick, or tell me what is the possible error the OS or the USB stick run into?
