Stars on screen

I get these stars (what I call them) on my screen. They outline the monitor like a picture frame, and can completely fill Konsole. This is not present on boot, or init 3 - just in X.

Google hasn't been much help on this. I changed monitors, but it is still there. I have to admit that sometimes it goes away. But since the nvidia upgrade for security reasons, it persists. Is it nvidia?
