Recognizing secondary storage devices after a distro installation.

I wonder :
After a fresh installation of a linux distro is there a standard way to
mount storage devices (other than the one with the OS files on it)?
(I refer to SATA storage devices and the newer nvme).
I mean what is the default , usually result that a new user should expect?
Should the distro automatically recognize the storage devices and automount them at each boot?
Or like in my case , a user must use a storage utility like gnome disks to do that?
What is your experiences?
Is this a kernel responsibility? or distro does it with various utilities? Or is the responsibilitie of the distro installer?
