Can't open the attached fillable form pdf file with any open source program

The attached pdf file is a publicly available form for registered charities in Canada.
It is issued by the Canadian government.
I have tried to open it with Libreoffice Writer, Libreoffice Draw, Xournal, Xournal++, Gimp, Inkscape, Okular, Evince and Scribus without any luck. When I try to open it, a page comes up saying I can upgrade to the newest version of Adobe Reader.
The only program that I can open it with is Master Pdf Editor (Free). While this is fine for now, I prefer an open source solution.
I am using an up to date Arch linux distribution.
Any help would be much appreciated.
