Trying to install RadeonOpenCompute which requires Python 3.8 but my Kubuntu has Python 3.9

When I tried to install RadeonOpenCompute

The error message I received is

Should I install Kubuntu LTS which comes with Python 3.8 or should I install both Python 3.9 and 3.8 onto my Kubuntu 21.04?
