This country vaccinated over 65% of its population. So why are cases rising?

Chile seemed to have done everything right in its fight against Covid-19 at the beginning -- acquiring vaccines, implementing lockdowns and mobilizing its health system. More than 65 percent of people in Chile have been fully vaccinated, yet infections and hospitalizations keep rising. CNN's Rafael Romo reports.
