Looking for a low cost way to run JUST OSX

I'm looking for a low cost way to run JUST Mac OSX, preferably in a VM, because I have not played with a Macintosh since OS 9!! I KNOW that's been OVER 20 YEARS! But I like it and I find it visually inspiring. I want to "maybe" design a KDE theme inspired by it but not the same as it, which there are a) versions of already and b) I want to NOT be limited to or restricted by.
