Xfce and Ubuntu themes

Another theme related problem...
I'm running Xfce with Ubuntu, and the "Appearance" setting program (xfce4-appearance-settings) only changes some appearance settings, on some programs. I have Gnome left over from the default Ubuntu install... so I tried gnome-tweak-tool - same result, it changes some of the settings on some programs, but not all. The list of programs and settings the two tools change appears to be identical.
I don't think it's a gtk2 vs 3 problem, everything seems to be using gtk3 (checked the libraries with ldd | grep gtk).
Programs that do change: nautilus, xfce and gnome settings dialogs, gedit
Programs that don't change: thunar, firefox, geany, libreoffice
Settings that change: most colours
Settings that don't change: most icons (eg titlebar icons)
Any ideas?
