Installing an application software using tar.bz file

I want to install Waterfox. It is not in the Synaptic Package Manager (official repositories).
I've been using GNU/Linux for a while now (8 months) and I know that .deb packages update automatically when I install updates as they add a repository to receive updates. But will a tar.bz file do the same or I have to update it manually?
