looking for timeline video editor

i am looking for a timeline based video editor that can also select a range of frames from a video file to be added to the timeline. i need to work the timeline at a frame resolution in time. i need both mp4 and webm (vp9) support for both in and out. zooming in to a location for specific video inserts is a plus. i am running Xubuntu 18.04.5 on 4 cores and 16G RAM and 2.5 TB free disk space. build from source is a plus. source all in Java is a minus.
