failed to fork: Resource temporarily unavailable

Hi,
I am running a test which uses fork and creates 20000 processes. I got the following error after execution,
failed to fork: Resource temporarily unavailable
I have tried changing pid_max then ulimit -c option, but did not help.
Could anyone please help?
