Failed to synchronize cache for repo 'fedora-cisco-openh264'

I am using Fedora 28 with RISC-V in QEMU.
I run `dnf config-manager --set-enabled \*`, but afterwards when I use dnf (like dnf repolist all, or dnf install <some_pkg>), it just reports "Error: Failed to synchronize cache for repo 'fedora-cisco-openh264'". I tried "dnf clean all", but no use. I also tried disabling fedora-cisco-openh264 and other repos reported in this error message, but after doing so, running "dnf repolist all" just stuck for a long time so I had to kill it.
The output for "dnf -v upgrade" looks like this:
