Please Recommend me a Web UI for File Upload

I run a small website for my workplace on a shared hosting provider.
My boss has now asked me to look into a possibility to securely upload/share files.
The server does not allow me to globally install software, but I can locally (unzip into folder kindof) install and execute all sorts of PHP and/or MySQL stuff.
sftp is also supported.
I can set up a subdomain (already did).
What I'm looking for now is a (dedicated) software that gives us a Web UI that all colleagues can use.
They're all IT challenged, installing separate FTP software would be a big ask.
We're also going to need shareable links for our clients.
I envisioned something with a simple Web UI. Preferably each user would get their own account where they could upload/download/share/delete stuff.
My initial web searches indicate that this sort of standalone software is a thing of the past, or not available as opensource?
Search results indicate that most people would use a specific feature of Next/OwnCloud. I'm a little leary, it seems to expose a huge attack surface and I don't know if the UI could be made straightforward enough for non-technical users?
Another option was to use Webmin as a frontend for Proftpd, but I'm not even sure I can run proftpd on this shared server (no root access), and, again, I'm not sure if Webmin's UI is simple enough for my colleagues.
