PC immediately reboots after suspension when using the keyboard

question: how can i suspend my PC using the "sleep" key?
i am using "Power off / Suspend" in Gnome desktop to suspend the OS. It works reliable every time. Pressing the `sleep` key on my keyboard to do the same does not:
some days, it works
other days, it reboots immediately afterwards
one suggestion i found on the internet was to disable WoL. power on options for all peripheral devices are disabled, except RTC alarm for OS.
i tried to suspend my PC with the LAN cable disconnected, then removed all peripheral devices. Lastly, i pressed the `sleep` key and unplugged my keyboard. All user sessions have been logged out before pressing `sleep`.
i am using Pop!_OS 21.04 on a desktop PC and UEFI, single OS install.
Maybe related, i am unable to suspend PC with a second active user session. I didn't look into this, maybe that's normal.
