Taskbar + other things missing after setting the visual effects to low on Ubuntu 18.04

As the title says. It also erases the open/minimize/close bar on top of applications (except for chrome?) and the application sidebar. I can still right click to open the terminal and it fixes itself once I reset the PC, albeit changing the settings back to normal when booted up again. Right clicking and commands (ctrl+q) still work. I can still technically open programs, just in an extremely inconvenient way.
Hitting revert settings changes every other option back except the visual effects (set to low).
Code:sudo service lightdm restartand
Code:sudo service gdm3 restartfixed nothing. Don't know why I thought it would, I don't even know which one I'm using.
I'm very new to linux still, help is appreciated. Thank you!
