Install with minimal internet

From time to time I need to install/update a desktop/tower with no internet connection.
I have a trusty laptop which has an OK WiFi link. I prefer Linux Mint usually.
I also have a supply of cables, but no cross-overs.
I do have a TP-Link WiFi dongle, but this will not work without the latest O/Ss.
I am wondering if there is an easy way either:
a). To direct an internet link (via cable?) to Desktop via Laptop. (Tethering?)
or
b). To copy a whole operating system from laptop to Desktop. The disk partitions would not be the same.
The concept, I feel, is not difficult. But every time I get into it, the water rises quickly and I start to drown.
Any simple solutions or directions would be much appreciated.
