can only UNIX servers use IP banning? why?

For a certain troll-ridden forum I visit, I wondered why the site doesn't use IP banning like LQ--evident because the banned regularly make new accounts. I reviewed what IPs are and what IP banning is, and learned:Quote:
Unix-like operating systems commonly implement IP address blocking using TCP Wrapper, configured by host access control files[1] /etc/hosts.deny and /etc/hosts.allow.
Does that mean, as implied, that only UNIX servers can IP ban (or at least IP ban easily)? Why would that be? Is it just some design feature that, after decades, other OSes haven't figured out how to implement?latest?d=yIl2AUoC8zA latest?i=DqrlJdvmxuc:T3p7rJpQHFw:F7zBnMy latest?i=DqrlJdvmxuc:T3p7rJpQHFw:V_sGLiP latest?d=qj6IDK7rITs latest?i=DqrlJdvmxuc:T3p7rJpQHFw:gIN9vFwDqrlJdvmxuc
