Can you give me advice for setting up a cloud server with Ubuntu?

I only run a little homework page, nothing critical.
I want to get a cloud server, it comes with Ubuntu 20 Server.
I never tried this before.
Although, on my laptop, I try everything before I upload to my present shared hosting.
With the new cloud, I will get an ip and Ubuntu 20 Server.
Do I need to install everything else?
Will I be able to start a terminal and do sudo apt install XXX ??
Or will the server come with most things already installed? PHP, MySQL, some Content Management System??
On my laptop, I just use Bluefish for editing html. Most webpages and php files I generate from text with Python.
