What does release candidate mean?

What does being a "release candidate" mean for current?
The way I understood it, the development of a project is frozen once it hits RC status and only bug fixes are applied.
I read the changelog and understood that it was always planned to wait for a few KDE updates. However, all kind of software is still updated. So what exactly has changed for the development of current since it was announced to be a RC?
This is an honest question, I don't want to provoke with this question and hope this thread does not become toxic.
