Why are Debian mirrors slow?

I normally run Xubuntu. I've used Debian in the past, and I hop a lot. I have noticed though that any time I do anything with or for Debian the downloads are abysmally slow compared to my *buntu repos, or really anything out there. I guess Fedora isn't exactly a speed demon either. I've only got 20mbit down here but most things peg it. Debian doesn't come close and times out quite often. Is there a reason for this? An example. An apt update on a clean debian docker image maxes at 30-50kb per second. Same command on a clean ubuntu docker kicks around in the 900-1200kb range.
