How to disable focus on scroll in linux mint

I'm using Linux Mint XFCE. When I have to windows side-by-side(Window "a" and Window "b") I don't want the other window(Window "b") to close because I scrolled on the other other window (Window "a")
I only want the window to close when I either click on it or "alt-tab" into it.
Is there a way to disable that? Thanks!! :D
