disabling root login over ssh not working

I disabled root login over ssh by editing "sshd_config" and changing "PermitRootLogin yes" to "PermitRootLogin no" and then restarted sshd.
But when I tried to log into root to test it I could still log in to root.
I even rebooted the server and it didn't work.
I'm so confused, please help me.
and im using cenos7
