The commander at the scene of a shooting at an elementary school in Uvalde, Texas, was not informed of 911 calls from students trapped inside as the massacre unfolded, a Texas state senator said.
Roland Gutierrez said pleas for help from inside Robb elementary on 24 May did not make their way to the school district police chief, Pete Arredondo. The Democratic senator called it a system failure" that calls to city police were not communicated to Arredondo.
