Stupid question on filing SBR and or a Suppressor (U.S.A.)

With the new pistol brace period where you can register an SBR with no tax stamp could I take my Scorpion Carbine and put a smaller barrel on it to make it an SBR or is it a separate form? If I can get it done without a tax stamp I'd love to take advantage of it because I've always planned to SBR it. If so, is there a guide to going about doing this with this new clemency program that expires soon?

Second question, which I'm sure has been asked but, could I take one of those oil filters that's definitely not a suppressor" items that are all over TikTok, Facebook , and Wish and file a form one on it? Of course upon approval of a form 1 I would drill the bottom I just didn't know if it's been done before or if there's a guide for this as well. If not is there a better or cheaper way or am I stuck dropping $1000 plus tax stamp on a high quality suppressor?
