Michael Catanzaro has posted anupdate on the state of the GNOME core apps collection and the processused to make changes to it.

Although most of the core app changes have gone smoothly, we raninto some trouble replacing Terminal with Console. Console providesa fresher and simpler user interface on top of vte, the sameterminal backend used by Terminal, so Console and Terminal sharemuch of the same underlying functionality. This means work of theTerminal maintainers is actually key to the success ofConsole. Using a new terminal app rather than evolving Terminalallowed for bigger changes to the default user experience withoutupsetting users who prefer the experience provided by Terminal. Ithink Console is generally nicer than Terminal, but it is missing afew features that Fedora Workstation developers thought wereimportant to have before replacing Terminal with Console. Longstory short: this core app change was effectively rejected by oneof our most important downstreams. Since then, Console has not seenvery much development.
