Setting up pipewire has caused bursts of static noise to occur

I am running cinnamon mint, and recently changed from stock pulse audio to pipewire / wireplumber / qjackctl and ever since making the change I experience these 1-3 sec episodes of LOUD, choppy static noise with some kind of squeal, you could say, in between the breaks in noise. It usually happens when starting a youtube video, but can also happen when playing music.

I made the move to pipewire after I couldn't get sound to work in reaper, running natively. I could get sound, playback and record, just fine in Ableton live, running in wine, but not reaper. It would show levels in the meters, but nothing audible would come through. After moving to pipewire, everything works great so far, but the random noise sucks.

I had the same issue with all the same gear in win 10, and I solved it by getting into VB Audio, voicemeeter potato. I am looking for help in solving this problem, but also, I'm looking for help in understanding HOW to go about solving this TYPE of problem. Like, what information should I share, and how do I get and present that information in the most useful format in here?

And on that note, I have a short .ogg file that is an example of the noise, but I don't know how to post it here, as the file type is not listed in the 'valid file extensions' I can see.
