Linking Android

All,
I've been running and Android phone for well over 25 yers, but only once, in the early days was able to link to my phone from my Window laptop and my Linux server. Need this for file sharing and syncing. Tired of running off a flash drive.
Is there a good HOWTO link out there that shows how to do this?
