Foreign user setup? howto?

I've a standard enough Slackware64-15.0 en_IE@euro setup here with an UK keyboard configured as an Irish one. I use XFCE, although KDE and associated stuff exists on there.
How difficult is it to set up another user for Chinese Mandarin? Has anyone done it, is there a howto, or the like? The particular person doesn't need Pinyin, although keyboard translation I see as an issue.
