Command to force pci-e link to gen 1.0

I need to force my GPU cards on pci-e slots to gen 1.0, they are on risers and have issue with stability from time I upgraded my mobo which is gen 3.0 on all slots
The bios have this option but it does not work, nvidia still see link as 3.0 on GPU that are on 1x slot (chipset slots)

I am using Ubuntu 22.04
