NVIDIA GeForce RTX 4070 Max-Q / Mobile Graphics card not working drivers installed (Dell XPS Laptop)

I have a Dell XPS 19 running Fedora 38 with integrated Intel Graphics and a GeForce RTX 4070 Max-Q / Mobile. I installed the nvidia drivers with the instructions on this website:https://www.linuxcapable.com/how-to-...-fedora-linux/
It worked for a short time but doesn't anymore now the only thing I did since the install is running
Code:sudo dnf updateIf I run nvidia-smi now I get the following error message
Code:NVIDIA-SMI has failed because it couldn't communicate with the NVIDIA driver. Make sure that the latest NVIDIA driver is installed and running.And on nvidia-settings
Code:ERROR: NVIDIA driver is not loaded
