Nvidia GPU not detected in /var/log/Xorg.0.log, X will not start. Reinstall X server?

I deleted the nouveau driver, installed the appropriate nvidia driver with their script.
Now x won't start. I have to boot in the multiuser mode (versus graphics mode).
The relevant line from /var/log/Xorg.0.log is
NVIDIA Unified Driver for all supported NVIDIA GPUs
(EE) No devices detected.
The OS is Oracle Linux 9.2
The GPU is GeForce GTX 980m
The driver is NVIDIA-Linux-x86_64-535.113.01.run
Plus I let the Nvidia install script build the /etc/X11/xorg.conf I wonder if that's part of the problem. I tried removing it to no avail.
the problem is complicated by lack of networking in the text-only mode, I can't download anything - unless I do it on another sysetm and then put it on a flash drive/mount it.
