Doing an off-line install of Ubuntu 22.04

I have installed Ubuntu 22.04 on a SSD that I will install in the server. The target machine is offline, I can't bring it online so that everything has to be done in that mode.

In case the plug-and-play method does not work, I will have to do option B, which is a full off-line install off the flash drive with the boot ISO.

Question, how do I download the entire repo I may need to do current updates? Because when I do apt update or such (or dnf update in the case of a redhat-based OS) there is no outside world to go to, no repos or anything. It will all have to come with me on an external USB-based HDD.

How, when I do apt update, do I get it pointed to the external disk? And what util do I use to create that disk?
