Cloning the operating system from one SSD to another

I am doing an off-line install and have the OS installed on a 1TB SSD M.2 2280 NVMe. It's physically not installed in the target machine because the machine is off-line.n I installed it elsewhere.
I want to plug it in in the target machine and clone it to a 2TB M.2 NVME which is already there. The system uses LVM2 Ubuntu 22.04 desktop. The target SSD has an obsolete Ubuntu v16.
How do I clone the operating system from within itself?
Will I have to boot off a recovery type mini-OS and then clone /dev/sda to /dev/sdb with dd, will that work?
Or I can clone the OS while booted into the OS?
