Boot disk to install tiny 10

Greetings
I'm using Ubuntu 22.04 with an updated Kernel 6.2.0-34. My Laptop is an Acer Aspire A315-31.
I've been trying for days on end to make a bootable usb drive to install a small windows Tiny 10. Not fussy about the Windows version. The startup disk creator doesn't work because it won't accept a source disk. I've tried using every video and blog. Many apps are outdated, and blogs too. I'm also open to installing a virtual machine that can run windows and I haven't found anything that works. Any help would be appreciated. Thanks!!
