Could not get a computer to send signal to monitor

I bought an HP Elite mini G1 from the auction site. I put my 1 Tb SSD in it, as it didn't come with one - this SSD had Ubuntu 22.x lts on it. I knew I maybe would have to use a usb thumb drive with Ubuntu on it to get these properly up and running. However, I was unable to get a DVi video signal to the monitor when I powered it up. I even tried a VGA monitor connected to its VGA port and couldn't get a signal.

This computer is simply faulty, right? Or am I missing something?
