recv-q in netstat -lulpn is high on 161 snmp port

Hi My Monitoring tool is observing work on SNMP port 161. Sometimes my monitoring server does not poll data from an individual host, some time it works fine.
i chek with ,netstat -lulpn command and its shown me the recv-q in netstat -lulpn is high on 161.when i kill the process .its working fine .
How do I control those high recv-q?
