make screen go to 640x480; no seamless boot, access 640x480 later

Why screen go to 640x480 on boot, then change? I have a cheap linux pc hooked up to a tv. I then wanted to access 640x480 or 240p for games... I noticed kde gave me the option to choose kodi, which goes to 640x480. Any quick way goto 640x480 or 240p?
