Permanent ownership

How can I give user permanent ownership of drive/folder/file, so that after restart or shutting down system it automatically givesownership after starting system again?
I used "sudo chown 'mount point'" but after restart it's no longer owned. I have some Steam games on other hard drive but I need to take ownership again after each restart.
