Linux Lite (I see no own forum): Confusing/wrong? installation Guide for Grub location

Have a bootable Linux Lite USB, want to install Lite on 2nd (sdb) physical HDD (1st (sda) has Windows Vista).
32-bit architecture, BIOS, 2 ATA HDDs.
The Linux Lite installation guide says (in the dual boot section):
"NOTE: If you are manual partitioning here, make sure in the 'Device for boot loader installation:' drop down, you select /dev/sda. Grub must be installed here to the root sda device or you will have trouble booting. This is the case for ALL partitioning options."
Isn't that plain wrong, or at least too narrow? If I have 2 distinct HDDS sda and sdb, and I install Lite on sdb, and I want to manually select EITHER sda with Windows Vista OR Linux Lite on sdb in the initial boot sequence menu, then Grub should be on sdb, not sda, correct? In my 2 physical HDDs scenario there is no "root sda device", sda and sdb are peers on the same level, no?
I want to avoid touching sda with Windows at all, if possible.
