Qt ignores certain Cinnamon accessibility settings; bug report system isn't accessible either

(I tried searching for similar threads here, but qt is unsearchable.)
In Cinnamon, I use the Keyboard settings to block blinking cursors, and the Effects setting to disable desktop and window animations. I have a hard and painful time reading text in the blur round the blinking cursors, I can get migraines from blinking cursors, and I often get migraines from other animation.
Qt does not respect these settings.
I found the Qt bug report system, but it has a non-scrolling sidebar: https://bugreports.qt.io/issues/?jql...%22cinnamon%22
I can't create an account there, to report either of these bugs, because it requires agreeing to a long document, which has its own non-scrolling sidebar! https://www.qt.io/terms-conditions/
What can I do, here, and what should I do as I encounter other inaccessible bug report systems?
