DNF update error "nothing to do" on RHEL8

Relatively new Linux guy here. I ran a Nessus scan on a RH8 machine and I see it needs updates. So I try to run dnf
update but it comes back and says "nothing to do". I ran 'dnf clean all' and tried again but the same error. I am
attemting to run this as sudo to root. What could be wrong?
Could I delete all files under /var/cache/dnf/?
At a loss to resolve this.
