nm-applet only shows "device not ready", trying to connect manually doesn't work either.

I'm unable to connect to any wi-fi due to the fact that nm-applet doesn't display any nearby networks and only says "The device is not ready".
If I try to connect to a network with nmcli device wifi connect net123, it just says that the SSID could not be found. It works on any other device.
I also tried "nmcli connection up net123" (though I can't remember what that was supposed to do) but it only returned saying "The device wlp3s0 could not be activated because device could not be activated."
I've tried everything I could find online.
I can't download any packages because I can't connect to the internet.
