openssl and openssl-solibs packages need corrections

There may be some litle changes or corrections needed to the package buildscrits
of the two packages of openssl and openssl-solibs.

While rebuilding them for some testing purpose i found that the two libraries :
/lib64/libcrypto.so.1.1
/lib64/libssl.so.1.1
are both in the two packages at the same time, and can't think of that this is
the intendet function.

The /etc/ssl/ is also contained in the two packages at the same time , so
i think one could remove one package out of the distro or correct the build
scripts.
