Giant White title bars in Ubuntu DDE

In the screenshot I am providing, you can see 2 virtual machines. One runs Ubuntu DDE and the other runs the Deepin distribution.

The behavior is present in both Ubuntu 22 and 23.

Ubuntu has giant white title bars, even in dark mode, for apps like LibreOffice. Deepin always has dark title bars when it is in dark mode. I can't figure out why we can't have that in Ubuntu.

I tried messing with Compiz because of some web searching, but it's not the window manager. There are executables like deepin-kwin and keepin-kwin_x11

There are config files in /etc/xdg

I tried adding color values to deepin-kdeglobals but that also did not work.

I tried kwin with --replace and the deepin-kwin also. I installed gnome and KDE just to try to configure them to dark mode and that made things worse without fixing the problem.

I think I am stuck with X11 because the login screen doesn't give me a wayland option, unless I install a lot of packages and then it won't let me login.

I wish I knew enough to figure out this window manager, but I'm stumped.
