Question regarding sbopkg and sbotools synchronization in Slackware 15

In my Slackware 15 I have both sbopkg and sbotools installed. I always thought that sbotools was just a port to SlackBuilds but with dependency resolution when compared to sbopkg. But I can see that the updates/upgrades are not synchronized with each other, which I find odd.
If I use "sboupgrade -all" it downgrades versions when compared with sbopkg. Is that a normal behavior? Should I perform a step that I haven't possibly? Finally, what are your thoughts on which of the two, sbopkg and sbotools, should be preferable, if that's at all a thing?
