Custom keyboard mapping for Chromebook

I've a rather ancient Chromebook running GalliumOS. It offers a custom keyboard mapping: https://wiki.galliumos.org/Media_key...lt_keybindings.
However, the development of GalliumOS has ceased. If I were to consider installing another distribution, which may not be targeting Chromebooks, I'd like to replicate the keyboard mappings. So, my question is, what is mechanism by which this remapping is achieved? Is it by way of a daemon and/or do they they come pre-configured in some file?
