OpenSsh keypair generation

I have a requirement to create an RSA OpenSsh KeyPair in the standard Linux PEM files format on a mobile phone. My first choice is to find a working Dart language example. Second choice is to find an easy to translate version in any other language. The source to ssh-keygen is daunting. And my last choice is to find easy to understand documentation.

Any pointers are welcome. Thanks
