Power Off (not reboot/shutdown)

I need to know how to monitor real power off of servers. When there was a power cut on the servers. My environment: DLs, RedHats, Ubuntu, Rockies.
Is there a command I can run in the CLI bash to check:

a. what are the CMOS instructions in the CMOS chip? I know you can do via bios boots, but is there a way to inspect what is current in the CMOS?
b. what are the instructions that takes precedence when the system detects a large difference between the hwclock and system clock? When was that last sync? and what clock was used for syncking.?

this is because, whenever the CMOS battery is good, it will present the cmos instructions to bios, in most of the cases there is not much diff b/w the hweclock and system clock, thus i haveno say to know if there was a hard reboot (power cut/unplug from the server), or just a reboot/shutdown on the system (soft reboot).

if you know, please share with me.

thank you,
./tunin/.
