Looking for the simplest possible TODO list software

I'm talking just above a text file and gvim. A REALLY simple TODO list manager where I can basically add projects (or simple items to get done, like "get the trash bin to the road" or "allergy shot today". Each should be capable of adding bits that a project needs, like:
A) Make new JStrack site
1) Do a landing page
* configure Joomla to automatically load GOES EAST Tropical Atlantic overview image when it changes without touching the rest of the page
2) Do this, too
3) And do that
but then I realize that 2) needs sub-tasks, so I can simply add them.
Then I want to swap project A with B. Make that simple.
I don't need any of these full-screen monstrosities ... just a simple list that I can add to/delete from, move stuff around in, and that's about it. And it would be NICE if moving stuff was drag & drop, but just commands to move stuff would be fine. Simple. That's the #1 goal. Being able to figure it out without the need of a tutorial, man page, etc, it 5 minutes or less would be great.
Oh, and no libappstream.so.4 ... don't have that, don't know what to get it from.
