Narcoleptic Wifi

This is a weird issue. A quick background, I'm typing this on a (new to me) HP laptop. I had this same issue on my previous HP laptop (different model and OS). Currently I'm running the latest Debian, though the previous machine was running OpenSuse, with KDE on both.
This is the problem: I attempt to use the internet (anything that uses a network connection). It'll work, or not. If it does, it'll do so for a short period of time before all sending and receiving of data stops. I'll check the network connection and it'll show

If I disconnect and reconnect the Wifi, network operations continue as normal, with great speeds. But it only lasts for a few seconds. Basically, I can load a web page almost instantaneously, but if I don't click anything on the page within a few seconds, the connection freezes. If I'm actively clicking links, it'll generally stay connected. It's almost as if it's falling asleep and not waking back up.
As an example, I loaded up linuxsquestions.org, clicked the "forums" link, but before I could select the "Debian" subforum, it froze. I reconnected and refreshed. I clicked the link to start this very thread, and before I foolishly click the "submit new thread" button and lose everything I just typed, I'm going to check the traffic on the connection...
Yep... 0 B/s up or down.
Note: All other devices in the home (there are MANY) work without issue!
